About the dispatch of the Jews for the non-payment of a three-year tax, as well as all the 
vagrants of foreign origin, to the state-owned mines.
His Imperial Majesty – in the distribution of the notion from the Kurland Civic-Governor, we
deign to issue Our Highest order: the Jews who deceived/were not in a condition to pay a three-year
tax, and on the basis of the Decree on March 14
th
, 1799 *), upon the sentences of the Collegiate
Administration [Prisutstvennoye Mesto] by the Courland bylaws, were being extricated (expatriated)
abroad, as well as all other vagrants of foreign nationalities, from now on they all should be sent to
work for imperial mining factories (P.P. S. 3., vol. XXVI, No. 19,409).
