Pg. 233 REIGN OF SOVEREIGN EMPEROR NICHOLAS I 1828 yr. 183. – December 28. The Senate [Decree], with the prescription of the Highest Approved provisions [Polozhenije] of the Committee of Ministers. - On the prohibition of Jews coming out of the Kingdom of Poland, to settle in Russia. The Governing Senate listened to the presentation by Mr. Minister of Finance, that the Kievan (Kiev) State Treasury had requested a resolution from the Ministry of Finance: can the Jews coming from the Kingdom of Poland be counted/registered in Russia and on what basis? Although there is no decree blocking the transition of Jews from the Kingdom of Poland to Russia; but as was determined by the provision (ruling) of the Committee of Messrs. Ministers, and Highly approved in the 15 th day of March (29 July), 1824 *), migration for Jews from abroad into Russia and their resettlement in it was forbidden in order to stop the excessive multiplication in Russia of these people, more harmful than useful to the State; then he, Minister of Finance, presumed: for the same reasons, to extend the force of the above-mentioned provision - to the Jews of the Kingdom of Poland, that is: to prohibit the Jews leaving the forenamed state, to settle in Russia and to have permanent residence in it. Such is his own notion that he presented for the review to the Committee of Messrs. Ministers. This notion, after its approval by the Committee of Messrs. Ministers, was granted the Highest Approval, which was announced on the 24 th day of the last November. About this Highest Approval of the notion-Provision of the Committee of Messrs. Ministers, he Mr. Minister of Finance, reports to the Governing Senate, inquiring whether it would be favorable to follow with subsequent orders to whom necessary about the execution of this provision. 234 It was ordered: to notify about this Highly Approved Provisions of the Committee of Messrs. Ministers, for its proper execution, both the Kievan [Chamber] and all other Government Treasury Chambers, in all Gubernias where the Jews are allowed to settle, all Provincial (Gubernias’) Governments and prescribe with special decrees by which to notify: Messrs. Military Governor-Generals, Governor-Generals and Military Governors, Vice-Chancellor, and Minister of Internal Affairs and Finance; additionally, inform the Holy Governing Synod 1 and all the Departments of the Governing Senate. **) (V.P.
