        361. - January 15. Nominal, declared by the Minister of Internal Affairs.
        About expelling passport-less Jews from the capitals. 
      On the occasion of a suspended stay of many Jews with expired passports in the capital, or their
stay only with tickets to the City Dumas, or in case of not having by them any documents properly
issued by the Governors, the Sovereign Emperor Highly deigned to exhort: The Jews with expired
passports should be sent to serve in a convict company/troops in Kronstadt, and others to be sent
immediately out of the capital; for the prevention of similar cases in the future -His Majesty deigned to
take the Highest lead, Ordering that at the very arrival of Jews to the capital, the police should check
their passports, so whether they had the right to enter the capital, and everyone without a Governor's
passport and permit to come here [to the capital], should be immediately expelled/sent back to the
