479. -- November 5. The Senate. --
On the order of fulfillment of the requirements of the Provinces and Regional Governments, on
the subject of finding out [tracing] and expelling Jews and searching for their properties.
The Governing Senate, after hearing the issue regarding the question of the Kazan Gubernia
Administration: is it [Administration] obligated to satisfy the demands of those Gubernia and Oblast
[=Provinces and Regional] Governments, in whose jurisdiction Jews are permitted to reside, by
finding/tracking the Jews and their possessions? [The Governing Senate] Ordered: as in article 1288,
volume 9 of the Code of Laws (published in 1842) the acquisition of immovable property and the
permanent residence of Jews is strictly forbidden, except in places, indicated in the articles 14 and 15,
volume 14 T. of the Code of Laws, Statute about Passport and Runaways (edition of 1842); their stay
outside the line of settlement is permitted to them only temporarily by articles 268, 269 and 275 of the
same Volume, and that is not in any other way, as determined in article 271 of the same Volume, with
passports issued to them from the Heads of the provinces [Governors], in addition to the poster-
passports, for a determined date, and with the designation to particular provinces and cities; 
-And because of that, according to the opinion of the Minister of Internal Affairs, the Governing Senate
believes that the Heads [of Administrations] of those places, in which the Jews avail themselves with
the right of permanent residence and acquisition of immovable property, in cases of necessity to search
for Jews and their properties, may previously engage in communication with the Heads of those
provinces or cities, to which the Jews under search-investigation were sought to be sent on the basis of
their passports; in the cases of reports about inability to locate those Jews under search-investigation,
and about their non-return to the places of their residence within the dates/terms specified in their
passports, they [the Heads of Administrations] would apply with the demands for the search of these
Jews and their properties to the Heads of other places/locations, as indicated by the mentioned above
Articles of the Volume 14 of the Code of Laws, as for the search for capital, [belonging to these Jews]
which these Jews possess, above the immovable property, which they can only rightfully acquire in the
places of their permanent confinement/settlement, - requests should be sent to all without exception
Provincial Governments, which are obligated to satisfy such requests immediately. This injunction is
assigned by decrees for the proper execution by all Provincial and Regional Governments, which also
should notify the Minister of Internal Affairs
