In this excerpt the author offers a view of the political landscape with neighboring countries that led to Russia's acquisition of the lands on it's western and             south-western flank. These lands eventually comprised the area known as the cherta postoiannogo zhitel’stva evreev, the Pale of Jewish Settlement.
